How to animate particle rotation in Blender?

Problem: You have a scene with particle effects attached to a plane (Grass, flowers, etc.) where you want to animate these particles without converting them into meshes but when you add multiple keyframes into the timeline, you realize that the particles just keep their positions.

This is because by default, Blender initialize the hair particles system on its first frame, and preserves its settings. To check if any settings changed and adjust the particle system based on the new values, all we need to do is to scrool up in the same tab and enable the “Regrow” option at the top of particle window.

Note: To avoid facing problems such as Blender not running hair simulation, make sure “Hair Dynamics” option is unchecked/disabled. “Regrow” and “Hair Dynamics” option do not play well together.
